This article demonstrates how to open Arcade in Cubase:
Open Cubase
Right Click in the Tracks area of Cubase
Click Add Instrument Track
In the Instruments list, navigate down to ‘Synth,' select Arcade
Click Add Track

If you're unable to locate Arcade inside Cubase, we recommend rescanning your plugins. Here's how:
Open Cubase
Navigate to Devices > Plug-In Manager
Click the Rescan button as noted in the screenshot below:
